New Scottish Parliament constituency boundary changes, which would now see an Eastwood seat revised and retained, are set to be backed by East Renfrewshire Council.

Officials are recommending councillors support proposals which have been altered since the council “expressed concerns” over initial plans.

Boundaries Scotland had planned to drop the Eastwood seat and create a new constituency of Glasgow Priesthill and Giffnock.

Under revised proposals, that new constituency has been removed and the Eastwood seat would be changed. The current Renfrewshire South would become Renfrewshire West, and include Barrhead and Uplawmoor.

Officials are recommending the fresh proposals should be supported by the council as they “largely respond to the concerns expressed by the council in its submissions to the 2023 consultation and local enquiry.”

The current consultation closes on May 15 and the review of constituency boundaries is expected to be complete by May next year.

The average electorate for a Scottish Parliament constituency is 59,902, and constituencies must “be as close to the electoral quota as practicable.”

Initially, Boundaries Scotland had proposed Glasgow Priesthill and Giffnock with an electorate of 63,882 and Renfrewshire South with 61,966.

East Renfrewshire Council had concerns about the proposals and requested a local enquiry, which took place in December. The council believed the plan was “not convenient, practical or efficient to administer” and boundaries “were not easily identifiable”.

It added the proposals “failed to have sufficient regard for established and historical local ties”.

Under the altered plan, the Eastwood constituency would have an electorate of 60,536 and Renfrewshire West would have 65,751.

It would mean four of the five council wards would be included in the Eastwood seat. Neilston would now be part of the revised Eastwood constituency.

Barrhead and Uplawmoor, which are in ward one on East Renfrewshire Council, would be part of the new Renfrewshire West, which would be administered by Renfrewshire Council as it has “the majority of electors.”

A report by officials adds: “The revised proposals, with the exceptions of Neilston moving into Eastwood constituency and Renfrewshire South being renamed Renfrewshire West, largely mirror the existing East Renfrewshire position.  “Based on this, it is proposed that the council responds to the current consultation, supporting the revised proposals.”
